The Waterview Connection project is the largest and most complex project ever undertaken in New Zealand, and the tunnels are the longest in the country. SICE was involved in the design, supply, installation and commissioning of the electromechanical equipment and traffic control systems (including the installation of the SIDERA proprietary control SCADA), and also developed its Integrated Tunnel Management System (SIDERA OMCS) for the Project, controlling both traffic (ATMs) and field devices (PMCS).

The Waterview Tunnel is New Zealand’s largest and most complex road infrastructure project to date, and is the longest road tunnel in the country. It is a key part of the Western Ring Route, a 48 km highway that runs through West Auckland and connects Manukau, the city, West Auckland and North Shore.

The project consists of a 5 km highway with 3 lanes in each direction and includes a 2.5 km fully equipped double-deck tunnel linking State Highway 20 (SH20) with SH16.

SICE was appointed as a 50% partner of the Alliance for the design, supply, installation, testing and commissioning of the Operations Management and Control System (OMCS), the Mechanical and Electrical (M&E) Systems and all the ITS subsystems. All tunnel systems are controlled by the OMCS developed by SICE.

SICE supplied the following systems for the project:

  • Automatic Video Incident Detection System (AVIDS)
  • Traffic control system
  • Voice communication systems (METS, FETS, IOCS)
  • Hosting platform and control room equipment (workstations, video wall)
  • Tunnel Closure Systems
  • Overheight Vehicle Detection System (OHVDS)
  • Vehicle detection systems
  • Radio and mobile relay systems
  • Public address systems
  • Signalling (VMS, TMS, LUMS/ISLUS, VSLS)
  • Motorway Network Communication System (MNCS) (fibre, switches, firewalls, etc.)
  • PLC network (PLCs, Remote IOs, switches, cabinets, etc.)
  • Ramp measurement system
  • Electrical system (HV, LV, lighting)
  • Ventilation system
  • Fire detection and suppression system
  • Tunnel drainage system
  • Tunnel hydrant network

 

After completion, SICE took on the lead role, with a 40% stake, in the Waterview Tunnel Joint Operation (WTJO), the Alliance responsible for the Operation and Maintenance (O&M) of the tunnel for 10 years, until 2027. As Alliance leader, SICE is responsible for the maintenance of the OMCS supplied as well as all mechanical and electrical (M&E) equipment and all the ITS subsystems.
