SICE’s first SaaS (Software as a Service) project is the Back-Office for Waka Kotahi (Department of Transport) in New Zealand. This Back-Office will collect all electronic toll transactions in the country and manage them in order to guarantee the service. New toll systems on future sections would also be managed through this Back-Office. The Operational and Commercial Back-Office will be in the Cloud and will be equipped with SICE’s advanced AAVI solution for automatic number plate recognition.

The New Zealand Transport Agency, Waka Kotahi (NZTA) contracted SICE to implement a toll back-office solution to replace its existing nationwide systems used to manage national toll roads such as Tauranga Eastern Link, Takitimu Drive and Northern Gateway. The Pen Link motorway toll, which has yet to be delivered, will also be incorporated into this solution.

Under this contract, SICE will provide Waka Kotahi with a nationwide tolling solution based on SICE’s in-house tolling platform solution, OCBOS, consisting of the following

  • Tolling Operation Back Office System (TOS)
  • Automatic Vehicle Identification (AVI)
  • Billing System (BIS)

This newly implemented OCBOS solution will be cloud-based and delivered through a Software as a Service (SaaS) model, with SICE providing support and maintenance for Waka Kotahi toll operations for an initial period of 5 years, extendable up to 14 years.
