At the second conference on ITS for motorways organised by ITS Spain, held on 31 March at the Barcelo Sants Hotel in Barcelona, SICE was asked to explain the vision of the manufacturers of electronic tolling solutions regarding the implementation of the European Electronic Toll Service (EETS), required under European Directive 2004/52/EC on the interoperability of electronic tolling systems on roads in the EU.
The concept of interoperability refers to the possibility of using electronic tolling systems
throughout EU territory with a single OBE (On Board Equipment), a single contract per user, and a
single provider per user.
Following the visions of three of the service’s key actors — payment-method suppliers
(RESSA), transport-infrastructure concessionaires (ASETA) and government authorities (Department of
Highways), SICE studied the service’s technological needs.
Based on the company’s extensive experience of the Electronic-toll sector acquired both in
Spain and abroad, and information technologies (IT) applied to electronic-toll services, SICE has
concluded that tolling-system manufacturers, and particularly SICE itself, have more than enough
know-how, capacity and experience to resolve any technological uncertainties raised by toll
chargers or EETS providers.
