
The purpose of the Workshops was to bring together the world’s leading Experts in the technology and operation of free-flow tolling systems, to encourage an Exchange of ideas with the concessions sector and public entities in Colombia. The academic coordinator of the workshop was Antonio Utria.
Key names from the infrastructures industry, such as Juan Martín Caicedo (chair of the
Colombian Chamber of Infrastructures), business organisations, such as Scott Belcher (chairman of
ITS América) and Juan Carlos Latorre (chairman of ITS Chile), and pioneering firms in the
application of free-flow tolling systems, such as Skanska’s Salahdin Yacoubi, shared their vision
of free-flow tolling and its suitability for the situation in Colombia today.
Representing SICE at the workshop were Pedro Hernando, the Project Manager at SICE’s Chile
office, who delivered a paper on the methodology for assessing free-flow toll technologies, and
Manuel Delgado, Head of IT Project Engineering and Quality at SICE’s IT Project Centre in Madrid,
who outlined two of SICE's most striking free-flow success stories:
The Central Motorway in Santiago, Chile, and EastLink, in Melbourne, Australia, scheduled to
be officially opened for traffic on 29 June 2008.
